Pavlovic was shown a straight red card by referee Ryan Shepheard for his rash challenge on Pantelidis deep into injury time in Phoenix-s 1-0 win.
The independent Match Review Panel found Pavlovic guilty of serious foul play and proposed a one-match ban. Wellington have until midday Tuesday to either accept or appeal the sanction.
In another incident, Gold Coast United midfielder Jonas Salley was found to have a case to answer for after his foul on Dimitri Petratos in the scoreless draw at Skilled Park.
Gold Coast have until midday Tuesday to contest the decision, with the MRP to review the issue.
