Davies made two Hyundai A-League appearances for Victory, both at the end of last campaign, but has not played this season and the club agreed to mutually terminate his contract.
Victory boss Ange Postecoglou thanked Julius for his contribution to the club during his near 12-month stay.
“Julius is a talented young player who unfortunately ran into some stiff competition for places here at Melbourne Victory,” Postecoglou said.
“While still only 18, he obviously wants to be playing first team football and he-s probably found himself further down the pecking order than he-d have liked.”
Davies said it was unfortunate he was unable to make his mark at Victory but said he was grateful for the chance.
“‘It was a great experience and I am really glad I had the opportunity with Melbourne Victory even though it did not work out as I had hoped,” Davies said.
“I want to thank all my teammates who have been great to me during my time here in Melbourne. I also wish to thank everyone at the Melbourne Victory for their support and I look forward to the next challenge in my career.”
Roar confirmed their new signing on Wednesday afternoon, with Brosbane coach Mike Mulvey saying he would be a strong addition to the squad.

“He can play in any of the wide positions but we-ll see at training where he fits best within our system.”
Davies has already had experience overseas, venturing to Germany as a 15-year-old where he played for the junior teams at Bayern Munich and 1899 Hoffenheim.
“I-ve been aware of him with his recent past with Melbourne Victory and before that, with Bayern Munich,” Mulvey said.
“He-s someone I-m sure the other players will enjoy having around and one I think that can terrorise the opposition on the pitch.”
Davies is Mulvey’s second new signing after Qantas Socceroo Jade North signed a long-term deal with the reigning champions.
